New gimble bearing doesnt swivel

I have purchase 3 different gimbal bearings thinking I'm either getting defective or cheap China brands because none of them swivel (as a gimbal should). They spins like a bearing but it's my understanding that gimble bearings are suppose to swivel, pivot, articulate, what ever you want to call it on all axis. Am I wrong on that? Am I getting bad ones? Do the new styles not do that as I know old ones did. Or is there something I'm doing wrong that I need to do to unlock them.

Yes I did break it loose I only put the alignment Bae in a few inches and had to use a sledge hammer break it loose and now it swivels thanks
