need help trouble shooting a johnson

I have a 1984 v4 115 hp Johnson it will crank on land everytime you turn the key but will not ever crank when in water its not getting water in the motor anyone know what this could be thanks

is it turning a minimum of 350 rpm in the water?you have exhaust resistance in the water...

Explain exactly what you mean by " will not crank in the water "----Are you saying it will not start ?
