What year is s/n OB212229? only ID I have on the 7.5 hp electric start engine.

Are you sure it is a 7.5 electric start.-----Best to post a picture of this motor.----Last year was 1986 for that model.----And did not use that serial #

It is a 9.9 I have it mixed up with another motor. Are you saying it is an 86?

No----The last year that a 7.5 was marketed was 86 I think.----But you do not have a 7.5 HP model.
