Mercury 9.8 hp?

Found this for sale 60 miles away. The seller tells me it is a 9.8 hp, 2 stroke but he doesn't have any idea of the year. I have heard these Mercury outboards are among the lightest available. I would really like the 9.8 hp, but I cannot lift heavy objects due to a health condition. Any idea of the year/weight? I've also heard these are extremely reliable outboards so it might fit all my needs. He is asking $475 but I don't want to drive the 60 miles unless I plan on buying. Thanks!
 
I was looking to get a 10 foot RIB and I want to get as much power as I can with as little weight as possible. I am only allowed to lift 60 lbs, but I can stretch that if it is just for a few seconds. He is willing to start it up for me, says it runs fine. All of this is brand new to me so I want to learn and try to break into boating without breaking the bank.
 
My understanding is that it has a rope/electric starter and fires up first try. I don't know anyone who knows about these things; I am on my own. I was going to offer him $400 if it starts up, runs good and looks clean. Is that reasonable? I'm really concerned with weight and I need to transport it in the back of a van. I have read that the 2 strokes are lighter and can be laid on their side without causing an issue.
