Mercury 175 idle issues

My 175 is having idle problems. First, It starts fine but is loading up pretty bad. I gets worse if you trim the engine all the way down and will stall. The smell of raw gas is strong. Fire it back up, trim the engine up it will idle fair but rough, put in gear and give it a little gas while trimming down and punch it, engine will sputter for a split second clean out and bam she is up and gone. Runs good mid range and top end. When I use the primer bulb it never really gets hard so I'm thinking needle and seat time for the carbs. I have read on here about the fuel pump going bad and filling up the engine. Is there a way to check for this? I have also read about the fuel enricher doin the same. I assume that I can remove the bottom line on it and see if gas is coming out of it when it shouldn't be, right? The serial number says it is a 1980 model, Title says 1981. The parts diagram shows the 1980 as having choke plates and mine has enricher. The carbs are WH-17. Am I on the right track? Thanks in advance for any help.
 
All good things to check.----But start with a compression test.----And have you ever replaced the water pump impeller ?
 
If the bulb does not go hard it could be leaking straight through the diaphragm and into the crankcase.---Or leaking floats in the carburetors.-----Fuel pump is elegantly easy to take apart for inspection .---Repair kits are available.
