Merc 402 not starting

Engine ran pretty solid back in June but water pump shot. Replaced water pump but engine would not start. Wiring fell to pieces on stator and switch box. Replaced both but can’t get engine to start. Only thing I notice is fuel bowl only filling bout 1/4 with priming. checked and getting spark on cylinder 1.

always ran fresh fuel when trying to start.

where to check next?

See it in the plastic bowl around filter.

Hummm. I suggest removing the brass plug at the bottom of the carb (where the main jet goes) and pumping the bulb. Gas should leak readily out that hole. If not....
