johnson 70hp 2 stroke does not start

motor will not start without a shot of starter fluid then starts and runs great. Sometimes will start up again, sometimes not (unless gets another shot. Driving me crazy. New boat to me so suspect maybe a problem with fuel/oil mixture in tank but no smoke etc when runs. Help??
 
Are you pushing the key in while cranking it over to engage choke or electric primer ?-----Raising the throttle only lever ?
 
Are you following proper starting sequence, primer bulb till firm,turning key to on,pressing key in to prime "choke" engine for a two or 3 count,then turning key to start position then pressing in key occasionally to keep running till she's warmed up.
 
I just found out how to initiate the fast idle on my control (have to hold in a button then can advance lever to speed up motor without engaging propeller as there is no separate fast idle lever. Not sure that can initiate the fast idle prior to starting the motor as i think the lever has to be in neutral to start then advance control to speed up after engine fires. I do the primer bulb and have tried both choking and not as thought might be flooding motor and that has not helped. The boat had about 3/4 tank of fuel when I purchased and seller indicated that he might have added too much oil to fuel but it started right up when he demonstrated. I am in process of trying to run motor out of fuel so can do a fresh start but when it does start it runs great. It seems crazy that with just a short shot of starting fluid sprayed in it immediately starts then will run fine and sometimes!!! restart but sometimes NOT. Thanks for your help.
 
Push button in, advance throttle enough to maintain a high idle while starting,choking as necessary until warmed up. Initiate throttle advance before starting.
