Help: 2 minute video of 1971 Evinrude 2 HP Mate - Motor Runs on High and Bogs down on Slower Speeds

Hello, I need help on getting a 1971 Evinrude 2 HP Mate outboard to run, on all speeds. I have a video on YouTube, here is the link to the video:

It would be a blessed day if someone could tell exactly what might be wrong, like a mixture screw or the exchanging of some component, so that I can go boating with my Old Man again. If I could pay somebody back, I could pay you back in true gratitude and thankfulness each time we go boating without the ol' Evinrude running like it does now.

Any help would be greatly appreciated.

You have tried adjusting the two mixture knobs, haven't you? Just offhand, I'd say the upper (slow speed) is too rich. If so, give it a tweak to the right. But it could be something else, like the tip broken off, etc.
