Governor in BF2D 2HP Engine - How Does It Work????

Just finished putting a new Con. Rod in this engine and it runs perfectly. But in the lower half of the case cover there is a round nylon gear that is shaped like an odd cup and it's geared to the crankshaft. I would guess it's spinning half crank speed but the parts and assembly book call this a "Governor". It's not connected to anything other then the crankshaft and it looks more like a fancy oil spinner/filter then a governor. Can anyone tell me exactly what this is and what it does and how it works??? I've been a small engine mechanic for more years then I would like to admit and have never seen anything like this, especially since it's not connected to anything and I can's see how it reacts with any other part of the engine. Some Factory Trained tech out there has asked this question I'm sure and has the answer.........................

Thanks Hondadude for taking your time to respond to this lingering question. I just figured you guys wouldn't help a lady wrench. But my faith is renewed...............

Anyway it is a nagging questing what that "governor" truly is. Putting a con rod in that engine was easier then figuring out how to post this question on facebook but I got the job done. Let's watch that forum and see what happens. For everyone that is not facebook savy (including me) I will report back here if I get an answer.

Great Advice Hondadude, Honda Marine came through on Facebook and here is their response. Makes total sense and this is exactly what it looks like and does.

The basic engine for the BF2D was originally designed as a general purpose engine and a full governor system (linkage, weights etc.) was installed. However, as a outboard engine, it was determined no governor was required, but the "governor weight holder" part was left in the final outboard design version of the engine as a helper to the oil slinger to distribute oil. Hope this clears it up."
 
Thank you Lisa (and Mike for answering her) I've been watching this since you posted but, after looking at the parts diagram, I had nothing to contribute but HUH? So, I have been lurking hoping that you would figure it out.
