Does anyone know what this is called and where to purchase the white tank bottom protective piece shown on this tank?

Try West Marine. All it did was keep the tank from moving around when it was on the boat floor.

I used that same thing on my tanks.
It allowed the water to stay on the seams and rot a lot faster.
Build something from plastic and anything that keeps moisture (wood or styrofoam etc) away from it.
