Full choke when on plain

Hello all, I’m new here so take it easy on me if I’m not posting in the right area.
I’m having some issues with my 1992 Evinrude 9.9 2 stroke it will cold start up great sometimes no choke needed and idle all day long and run wide open on water muffs in gear no choke needed. BUT once I put it in the lake and throw it in gear it will almost stall then it’s a rush to get to the choke then stay running probably not quite where it needs to be as far as running goes but gets me where I need to be. The fuel mixture I did adjust while on plain and no change. Here’s what I’ve done so far
Carb dipped and rebuilt 4 times fuel mix was adjusted
New gas tank and can
New fuel pump
New coil packs wires new plugs

??---Carburetor rebuilt 4 X ??----Start the trouble shooting with a compression test.----Post the actual values here.----Running wide open on muffs proves nothing !----Even in gear it is still neutral as the prop does no work.-----Sounds like it is running on 1 cylinder.

Compression in both are 123 and 118

The fuel pump I put on it was a 15$ eBay part. You think that could be it?

Some of those parts are from the ----" hooflungdung " -pump company.---I simply install a new factory diaphragm for an easy , good for 20 years fix.

Do you have spark, that will jump 3/8” on both plugs?
