Force 125 1988 won't turn over. Linkage wont let me shift into Forward

I replaced the driver side wood vinyl panel that throttle is connected to but didn't reattach the forward and reverse cables to the wood panel so they were sagging down. I finally fixed the sagging after I tried to go in reverse and the motor would not shift into reverse. I fixed the sagging cables but when I went and put it in the water. It would shift into reverse but now wont go into forward. Then the engine died or I shut it off. I don't remember. I turned the key over and nothing. Not even a clicking noise. The light comes on for one of the gauges and that's it. I haven't got a clue what this one is. The shifter seems to be working fine. Is there a neutral safety switch or something? Maybe the lack of turning over has something to do with shifter I don't know. It might be a coincidence. With all the parts I've replaced I am thinking of naming the boat, "What Next?"
 
There is a neutral safety switch.
On the motor a small black box 1/2"X 1/2"X 1 1/2 "
It has a yellow/black wire attached to both ends.
There are 2 screws that hold it in place.

Read the rules and the first 3-4 posts in that forum.

The cam that activates the switch needs to be moved to push the white button in.
The white button activates the switch.
