evinrude 33 won't start

New guy here, hope someone can help. I have a late 60's evinrude 33 outboard that was put away running great. The lake rose and flooded the boat house and the motor got wet. I rolled it over on the starter until the cyl were dry and put a bunch of storage lube in it, this was 1 1/2 years ago. Put the motor on the boat today, put a new battery in it and tried to fire it but it won't crank over. If I pull the plugs it cranks fine and pumps water so it's not seized. Before I buy a starter, anybody have any other ideas?

Eat a big meal, get a good nights sleep and in the morning get the rope and pull start it. I wouldn't buy a starter until I knew it fired and that there is no internal engine damage. If it cranks without the plugs I would take the plugs out and check for spark. After checking the spark I would crank it a few extra times to get the motor primed with fuel, put the plugs back in and then try to pull start it. Hopefully the carb is in good enough shape to at least get running for a few seconds.
 
Every manual/book I've read about outboards says you should emty out the water and get it running within hours. Then run it till it dries out good. Starters dont do well after going for a swim as well.
