Hello All,

Some background on the motor: 25 hp 1988 long shaft eletric start remote steering This motor has been dunked, but it'd been cleaned out, and corrosion isn't a problem anymore. That being said, some of the electrics were bad, but I replaced all of the ones I could.

Now, back to present. There is a primer pump for the engine that has a small lever on it. It's red. There is a small indent as you turn it, basically meaning there is two positions for it. It seems as if this is a choke mechanism, and when put it in full choke, it will idle fine, but won't accelerate under power. When in the open choke position it will idle roughly, and won't accelerate at all. I know that the engine is getting way too much air, and I have tried messing with the idle adjustment needle, but I can't get it to run right. There seems to be three places for an air filter of some sort to be attached, but looking at schematics, there is no air filter attachment. Can someone help me out? Sorry for the wall of text haha.

Facts for you.-------No air filters were ever installed.---Not much dust out on the water.-Maybe the odd seagull feather.---------The primer is NOT a pump it is only an electric valve.--------The red lever is for manual use.-----------When there is pressure in the system between fuel pump and carburetor the primer can function.----So when cranking you push the key in and fuel is sprayed into the manifold.----For manual operation you turn the red lever and squeeze the primer bulb to inject fuel.-Then return red lever and crank the engine.------The primer is NOT A CHOKE !
 
When lever is lined up with the valve body the valve is closed for normal running.--------When you turn the lever 90 degrees the valve is open and the fuel pump will push too much fuel into the intake manifold.----Results in rough running with too much fuel.----This extra fuel bypasses the innards of the carburetor.

So, when the valve is at 90° the engine runs normally, but doesn't accelerate. When the valve is aligned with the valve body, the engine doesn't idle correctly, but does accelerate under power. Help on that?
 
Sounds like you need to clean the carburetor.-------At 90 degrees the valve is open and fuel bypasses the carburetor.----Not enough fuel / too much fuel for motor to run at full power.----Fairly obvious to me that there are problems inside the carburetor.------Make sure you remove the high speed orifice found in the bottom of the carburetor bowl and clean it !!!
