Does not pull fuel

I have a 1994 Mercury 9.9 2 stroke that does not pull fuel into the carb. It only works if you continuously squeeze the primer bulb on the fuel line. The vent on the fuel tank works and the fuel filter is new and clean. Any suggestions would be appreciated.
 
Issues with your hose / fuel tank / pick-up tube INSIDE the tank.------Issues with fuel pump.----Or issue with crankcase compression that drives the fuel pump.
