do I have a bad starter?

2001 Sea Ray 190BR with 5.0 EFI, 260HP, engine 4M31027N1, SAE: J1171

When I turn the key to the Start position, I hear a little click near the carburetor, so I know that relay is working, but no other sounds. If I hold it more than 10 seconds, a little smoke comes up from under the engine, probably from the starter. The starter gets hot enough to burn my fingers.

Is it possible that I have a seized crank shaft? How can I rule that out?
Why don't I hear any sounds from the starter solenoid?

I'm inclined to go on Amazon and purchase a new starter.
In the $55-89 range, they are all made in China. Some even have gear reduction.
The Quicksilver starters are all $250 and up. What makes them so much better? Do they crank better? last longer?

Welcome
Looks like you posted the engine model number not the serial number

Need more info as to what happened before this

Pull spark plugs and then try to crank. Wonder if you have water in the cylinders

The engine serial number is 0M068772. How will that help us diagnose the problem?

Engine was winterized after the 2023 season and has not been run since. How would water get into the cylinders?

Knowing what your working on always helps with understanding the configuration of the motor. Telling someone your motor won't crank and nothing about what lead up to the problem, just makes everyone ask more questions to find out how the issue came about.

Need info prior to be able to guess what might have happened

Might be it wasn't winterized correctly causing issues.
If exhaust was leaking it could have put some water in the cylinders prior to manifolds being drained

Starter won't crank, so you could replace the starter and if it still won't crank, then pull plugs. Just figure try the easy stuff first.

If plugs are pulled and motor still won't crank, then it's the starter or froze up. With plugs out you should be able to grab the belt and pulley and rotate motor by hand.
