Ok I have gotten the boat outd

Ok I have gotten the boat outdrive properly installed I think. Allthough it hasnt been running yet. What is troubling me now is when I put the boat in gear the prop spins very free and maks a slight rubbing noise I imagine the rubbing noise is comming from no oil in outdrive but what I am concerned about is shouldnt the prop be impossible to turn when in gear?

With the shifter in forward, the prop should lock solid when you turn it CCW looking from the rear. Reverse is the opposite.
