Air Cleaner Joint

Can anyone tell me the purpose of the air filter joint part# 68v-14453-00-0
It is blocked off solid on the intake side and open to atmosphere on the vst side. ( it'this way from factory) In the parts schematic it doesn't show the opening in the joint.

Did you figure this out? I am having a high idle issue and the only vacuum leak I can find is from this thing.
