bought a fishing boat with a 99 Johnson 175 carbureted 2 stroke. I’ve had it in for work since it started sputtering out a lot, was told I had water in the fuel system and apparently it was all sorted out. I’ve got it to the point where after I prime it and fire it up it will run at idle after a few minutes then it will sputter out. I’ll re prime it and it’ll fire back up and run a while longer and sputter out. It seems as if the primer bulb is going empty on me each time but each time I prime it (until it feels hard and solid) it runs and eventually idles perfectly without going out on me. Now when under throttle it has issues getting up to speed and starts surging a lot. To get it going I have to ease the throttle up bit by bit to get it to hold speed under high throttle. It sometimes will still start to surge and die right out. Some days it runs just fine without issue though without any problems. I’m really having trouble diagnosing this.
 
New to this boat, what is the VS? There has been no leaks found when it was at the mechanics. Everything was said to be in working order. I’ve replaced the bindex and while doing so I’ve not seen any sort of leaks either.

Vapor Separator Tank. The VST assembly is #59 on the fuel components diagram. The tank top in question is #72 and the gasket is #73. Also, look at your carbs very closely, specifically the fuel chamber bowls. These are plastic and are well known for warping causing air leaks.

I have an ‘96 Evinrude 150 Looper. Reasonably certain the fuel bracket and VST are similar, or the same, as the 175 described. I also have a slight leak at the gasket between the top of the fuel bracket and the vapor separator. Before diving into the repair, do you know if the vapor separator be removed without removing the entire fuel bracket?
