ive got a 96 9.9 here that's got me stumped it idles fine but coughs spits and dies at right around 1200 rpm. ive replaced the power pack stator and coil to no avail it still has the exact same issue as started with. any suggestions would be appreciated

What trouble shooting steps have been done ??-----------Replacing parts is not the way to go about repairs.--------Is it running on both cylinders ?

sorry about that its a 96 9.9 evinrude four stroke model # E10FREDR wouldn't start after sitting for a few months due to the carb flooding over so I went though and rebuilt the carb afterwards the engine fired right up and idled great but just off idle at about 1200 rpm it would cough and spit and die out at first I thought the it was running out of fuel so I sprayed a small amount of fuel into the intake and it would run worse and die so I checked the spark with an inductive timing light and when throttled past ~1200 rpm the spark became erratic so i started by changing the plugs with no difference then checked the coil with an ohms meter and I was definitely bad so I changed it with the kit available here at marine engine and it made it start better but still had the same issue so I checked the stator for continuity and 1 side was out off spec so I changed it and it till didn't fix the problem so I changed the power pack and it still has the same problem

You found all these " bad parts " amd motor is running the same still.--------------does not make sense and who is paying for the parts ?------------Have you checked compression and valve clearance ?

it is my personal outboard so I am paying for the parts and yes I have checked compression and valve clearance. compression is 125# on cyl 1 and 123# on cyl 2 and valve clearance is good I even backed them off to were they have a slight tick

UPDATE

i got the boat to run better today but when I throttle it up it starts to flood revs to about 2500 then starts to fall on is face if I back off the throttle it will stay running rough for a min then clear out and run good again after puffing a bit of black water

UPDATE

I went back through the carb yesterday that's how I got it running better found gasket that had the pilot jet hole to small so the jet was sticking on it but the problem was the power pack ( I guess I got a bad one right out of the box) picked a new one up today an it runs like a top guess it was going into limp mode thank you everyone for your help
