90 hp Force Imeller swap

I know a little about the engine but not much. No water is coming out of the "pee hole". I have submerged the engine in water as well as put rabbit ears on it and no water. I imagine that something is either clogging up the cooling ports inside or the impeller needs to be replaced. Can anyone help me diagnose this problem and possibly provide a schematic of how to replace the impeller? I appreciate any help.

Have had mud and debris clog the pee hole on my outboards where no water would pass thru, unclogged with a piece of wire.
