9.9 HP 4 stroke throttle

I have a 2018 Mercury 9.9HP 4-stroke. The motor speed does not increase until I turn to about half throttle. When I checked out the throttle controls, I found that the throttle opener does not move until the throttle drum turns about 90 degrees. The bolt that runs through the throttle opener and throttle drum appears to be loose. There is not enough room to get a wrench on the bolt head. Any suggestions on what I should do?
 
Try disconnecting the battery from the outboard motor, removing the cover from the throttle control, and disconnecting the throttle cable from the throttle drum. Then remove the screws that hold the throttle control in place and carefully remove the throttle control from the outboard motor.

Thanks for the reply. With my motor the throttle linkage and the shift linkage are both attached to the gear plate. Things get really complicated if you take apart the shift linkage. I contacted Mercury Marine to see if they have a special tool for the bolt. They responded: no, you need to use a small wrench. So now I am trying to find a 10mm socket that is about half as long as a standard one.
