850 Mercury Marine Thunderbolt shift problem

I have a 850 Mercury Marine Thunderbolt. I have installed a new impeller, for the third time. This time, It does not want to shift. Feels like the cable is not traveling far enough in ether direction, by maybe 1/8 inch, to go into gear. If there is any that anyone can point me down the correct path, the help would be greatly appreciated.s

You need to remove the lower unit.----Put lower unit in nuetral.----Put control in nuetral.-----Now assemble.

Be sure to remove all the slack from the LU shifter shaft (turn it CCW) before putting it back up there.

The repair manual that I have been using Is telling me to have the unit and shifter in forward during assembly. Maybe it is a typo and there for my problem. I will pull it back a part and do it again. Thank you for the information.
