70hp will not idle

Runs at 1000 rpm or better
will not run at low rpm so can't shift into gear.
appears to miss fire at low idle


Changed plugs
fresh fuel

Compression test is in order !!---------It is always the first step in trying to diagnose the problems.------------Let us know if the #'s are good and even between cylinders .---------Then we look elsewhere.
