Just picked up a 64 Evinrude 9.5 from a farm.

Very hard to start but eventually starts with full throttle in drive & only in full throttle in drive. Will not start in neutral

Cleaned / Checked / Gapped the plugs at 0.030

Ultrasonically cleaned the carb. Low idle needle is missing the o-ring, washers and spring.

Cleaned the fuel filter , cleaned and checked the fuel pump. Diaphragm looks good.

Recoil rope is too thick and gets caught when rewinding

Impeller isn't splashing water. Needs replacement.

Is this worth saving ? What could be done ?

It could be saved, but don't overheat it....that will be the end. First can you check compression? Then report back to us. Make sure there is gear oil in the lower unit. Spark jumps a gap of 3/16". Don't just use a spark plug to test....not effective to indicate true spark power.

Do you think these missing parts could be causing the engine to run very lean , making it very hard to start ?

But when forced to use the high speed jet it runs and stays running.
