"4 cycle 8 hp tohatsu stored on side. Tiller side up. Will this do permanent damage like hydrolock, or the the cylinders and carb be drained and nothings broke?

Turn the engine right side up.

Turn the engine right side up. Remove the spark plugs and drain the carb bowl. Pull the engine starter 20 times. All should be well if the problem was oil in the wrong sections of the engine.

yo0u might want to check your

yo0u might want to check your oil too depending how long it was on its side you probaly didnt lose much a little bit of spilled oil can make one heck of a mess
