3.9 mercury problem?

I have a 3.9 hp mercury don't know what year. it has been sitting for a long time and I got it out and i can wiggle the fly wheel a little and the piston moves a bit do u know what it could be I'm kind of new to this so if u could help that whould be great

Pull the plug, shoot oil in, set motor carb down, let sit overnight, and try to free it up.

I did that for 2 days put there was no difference

Where whould you drain the oil is it a bolt

I removed the bottom but can find the top one and nothing came out of the bottom still trying to find the top one

I found the top screw but I won't come out and I don't want to strip it I looked in the bottom hole with a light and it looks really rusty in there
