Just a little back story boat sat for a while because it needed some transom work. Got the work completed and on the first outing back out on the water it sputtered bad so I ordered fuel filters, fuel to water separator, oil, spark plugs, thermostat, and a lower end unit rebuild. Decided to do some maintenance that needed to be done. When replacing the fuel filter I noticed the red ring was up and not down indicating water in the fuel. Drained the container, tank, and all fuel lines up to the motor. Fuel is ethanol free but definitely old. Got fresh fuel in a small gas jug after maintenance was performed and ran it. Started off idling really bad so I pulled plugs saw that they were fuel fouled and cleaned them put them back in to do a fuel injector test. During the test number 3 and 4 were dirty. Cleaned them and got it to idle way better but on slight acceleration it sputters and pops. Pulled plugs and again fouled. Tested the fuel rail and it was at 39psi and would jump to almost 41psi when started to idle bad. Pulled the hose coming off the fuel pressure regulator and started it back up and didn’t have fuel going into the intake. I am completely confused and at my with ends. Was looking for help before I send it to the shop and pay a lot to get it figured out.

Thank you for the help!
