1998 Johnson 50HP

Is that battery in good condition?

That model has no solenoid... it has instead two (2) relays. Trace the electric PTT motor's wiring back to the PTT junction box (normally under the hood) to locate the relays. It would be very unusual for both relays to fail at the same time but it is possible.

In tracing the wires from the electric motor back, find the connector and disconnect it. Now, using small jumper wires, attach them directly from the battery to those two wires leading to the electric motor. That motor is s dual polarity motor, meaning that with the wires attached in one direction, the motor will run in one direction, reverse the wires and the direction will also be reversed. This will tell you that either the PTT motor is okay or it is not.

If the electric motor checks out okay, then you will need to check for a broken wire, a failed relay or relays. Usually if a relay clicks, it's okay but not always.

Let us know what you find.

Bad connection? Make sure "high tension" wires are clean dry and tight. Sometimes there will be enough continuity to trigger the relay but not enough continuity to carry the load. This includes an inspection at the motor ground wire as well as the positive on the motor solenoid wire.
