1993 40 force mercury

hey everyone hope yall can help. I'm having carb trouble. there is a hole above the carb bowl that is leaking fuel. adjusted float and cleaned carb. any ideas
 
After adjusting the float and it still leaks?? Then inspect the needle and seat for damage.
Is the needle a solid or rubber tipped?
Solid: the seat is a rubber seal that can go bad and leak.
Rubber tip: the tip should be straight and no groves, or there's something in the seat??
 
I just got engine back from having it worked on. it was pose to have a new carb kit in it. I took carb apart and it does not. and now no firing issue again.
 
From a leaky carb to a no fire issue??
What's been done to the motor?
Kill switch in place?
everything! the engine originally lost spark. trigger, stator, rectifier, coils, replaced from a running engine. (donor engine was borrowed and ran without oil mix) new power box. changed flywheel because found a chipped magnet. reason changed everything was they didn't have original stator on engine. all wiring was twisted and taped together. changed everything to get original connections. carried to boat mechanic to put all this on.
