1991 60hp Johnson Idle Issue

My engine will not run in neutral. It will start fine and warm-up, but when I shift to neutral to try to go to forward or reverse, the engine stalls. If I push in on the choke, the engine will try to continue running. Any ideas? I have changed the fuel pump and filter.

Step # 1 on that motor is a compression test.---------------Has the water indicater hose fitting been moved from the side of the block to the top ??---Do you have strong spark on all 3 cylinders ?

Yes, I have a strong spark. The engine runs well other than the neutral idle issue.
