1988 Force Engine

I need your take on this problem? Motor will start after pumping the primer bulb and letting it run for 5 minutes to warm up. Will foul out when putting it into forward/reverse. After a few minutes it won't foul out and will run great until I turn it off, will take a few minutes to re-start, and will resume fouling out when putting it in forward/reverse. I did notice that the primer bulb felt like I needed to pump it again.

Have you tried pumping bulb while engaging forward gear?

The primer bulbs only job is to pump up fuel to the fuel system.
Once it gets fuel up to the carb, it's job is done.
It has a one way valve that allows the fuel to flow unrestricted.
Does it get hard?

Check the diaphragm in the pump.
It needs to be flat,smooth and no holes.

Check the fuel for water?
