1986 evinrude 9.9 throttle/shift issues

just given this unit recently. havent heard it run yet

Noticed that the throttle doesnt seem to move much in neutral. Its at the start mark. Hard to move shift lever as well.

Appears some kind of red linkage around throttle. Should you be able to move throttle up and down in neutral

is there some kind of interlock that the engine has to be running to go in and out of gear ?

trey to find an operators book for motor. Was told t did run but had some sort of issue

The red arm is to prevent you from pulling the recoil with to much throttle in gear. . On the otherside of the motor is a throttle stop that is connected to the shifting lever. This lock stops you from starting the motor with excessive throttle also in neutral. To shift the motor the propeller must be turning, either with the engine running or turning the prop by hand. And when you shift the throttle stop drops out of the way and allows full throttle travel.
