1950,14hp evinrude wont start

This little fastwin has me stumped.Its a miracle,but, i am getting spark,i have air,but the fuel system wants to be difficult.I realize this is a pressure tank system.I just dont know exactly what can go wrong,the fuel is just not flowing.The tank seems to have two valves,one on the air inlet,and one on the fuel outlet.How exactly does this work?
