Be sure to determine the cause of the problem. Many times its a partially plugged main jet in the carburetor of the scored cylinder/piston. This causes the cylinder to run too lean, while its being dragged around by the other cylinder. Seen it many times on these. Motor seems to be running...

Look at the letters at the end of the number, but forget about the very last letter....in your case the "S". So the CC make it a 1988.
How was spark tested? Just with a spark plug?? These generally require a rock/log/grounding strike to shear a flywheel key, unless flywheel had once been removed and not installed properly.
Good idea to only use non oxy fuel. Ethanol will damage seals, hoses and diaphragms. Ha....to ME thats a NEW motor. I make 'em last. My everyday fishing motors are 70's stuff. Make sure the water pump is fresh and buy a high quality impeller. When you couple up the lower unit make sure the water...
One thing we may check here is to ensure that that the little donut gasket is making its seal at the base of the float bowl. Sometimes they are not thick enough to properly make a seal, or the tabs on the float bowl get slightly bent and the float does not pull itself as tightly as it should to...

Great little motors. You should take all of Racers advice as well as view spark with a simple spark gap tester. Spark should be able to jump about 1/4 to even 5/16 inch and then you know you have a good magneto. Condensers rarely fail but points can get pitted and if there is any sign of pitting...

Dont forget to use a LITTLE nickel Anti Seize on the cleaned threads of head bolts....why? There is a very thin zinc coating that wears off when bolts have been in and out a couple times and cleaned. If you dont take care to do this, they will oxidize and can be very difficult to remove years...
If your having trouble clamp a 1/4" roundhead screw tightly into a vise grip, use the screw heads lower face to grab under the seal, then pry up with with a small bar or even a claw hammer up against the vise grip..
