Greasy oily mess

This 1959 3 hp Evinrude was gifted to me. I was told that it has not been ran for 3-4 years, but knowing the person I'd say at least triple that time. But what causes this greasy/oily mess on the upper shaft? Does it have something to do with the high oil mix, 16:1 and the oil coming out the exhaust and just building up? That is my guess. And these motors don't have the outlet where water squirts out from the water pump right? How do I tell if the water pump is working?
I tried to start it, but does not fire off, not even a puff and have not looked into it any further. I have since cleaned up the grease and oil. Thanks for any tips, other then using it for a boat anchor.

Great little motor. Lots of information on here on how to bring to back to life.
You need to replace the water pump on any motor that's new to you.
Check spark and compression.
Fuel filter is porous bronze and screwed into bottom of fuel tank. It may be clogged.
Carb probably needs attention.
Easy to work on and smooth little runners.
 
Thanks for the information it is all helpful and look forward to tinkering around with it. My concern though is the oily mess. Not the fresh wet looking area, but further down which shows up when the photo is enlarged. For that matter is it possible that a seal should be replaced somewhere to help curtail it?
