15hp Telltale-Exhaust Trouble

I've recently replaced the impeller on my late 90's Johnson 15hp because I made the poor choice of running it with no muffs (I've learned better). Since I replaced the Impeller and its housing, It hasn't been peeing water and exhaust has been coming out. I've made sure the pin was in the impeller and the fins were turned the right way, and that the tube from the engine to the Impeller housing was lined up. Also, Ive tried running it in a tub of water instead of muffs. I've been stumped for a few weeks and don't know what else to do or check.

I am by no means an expert on these, but when this happened to me, for whatever reason I had a faulty impeller kit. I checked all the other parts of that system and rechecked installation multiple times and finally ordered another one and boom, worked perfect since.

I put the bucket up higher, above the impeller, and it finally is working again but for what ever reason, the rod that lets the pull start be pulled or not is bent. I cannot pull it when in neutral.
