2007 Merc 50 HP Big Foot, Rusted bolt? on Swivel Tube Assy

On my new to me 50 HP big foot. It appears to be a severely corroded bolt? Its only on the starboard side. i pulled the Steering tube assy diagram but I do not see the bolt?

It occurred because of poor maintenance of the the sacrificial anodes and a broken ground wire. These will be corrected.

The rust/Corroded bolt is only on the starboard side, the port side just has a rubber grommet.


Is it a bolt or part of the complete Swivel tube assy (~$283 to $452 I hope not) item #14

If someone had a picture of what this section (Minus the Side Cowlings) should look like, that would also be helpful.
 
My title should say Nut instead of bolt........The 2 bolts item #13 are fine on my engine. The rusted component you see in my picture is not these bolts. Before it partially disintegrated looked like a Nut.

see the attached picture. On the starboard side only, this the rusted (I'll call it a Nut) component. It doesn't look to be part of the original steering arm assy. Now I'm thinking someone added this years ago, not in conformance to the diagram part breakdown.

For comparison, here's a view of the port side view of the Steering arm. Looks basically like and older worn version of your photo above.... Motor runs great, last owner had dealer maintain inside motor but failed to change Zincs and redo ground wires.. I was hoping to use the boat/motor this season and to replace the Steering arm next season. I don't want to lose part of the summer dealing with potential issues/frozen screws. I already had to drill and tap new holes to reconnect the zinc ground wires.
