Tohatsu 9.8 4 stroke won't start

Hi everyone could someone please help me solve what is wrong with my engine. I winterized my tohatsu 9.8 and recently tried to start it. The first day I was able to start it but it was running rough, so I run out the gas and ordered new spark plugs. i tried to start it again the next day and it won’t fire at all. Spark plugs are positive for spark, and I am not able to start it even when I spray some starting fluid into the intake. What do you all think might be wrong with it? Thank you in an advance for all your help.
 
If it has spark and it has compression then you have a fuel system issue. It can be anything from the fuel itself, fuel tank venting, Prime bulb assembly, fuel fittings, mechanical fuel tank, carburetor to reeds. Most people would take it into a Tohatsu dealer and have them diagnose and repair.
 
Remove sparkplugs.----Put 6 drops of fuel in each hole.---Install plugs.----Try and start it.----Report what happens.---And there are no reed valves to worry about.
 
if you remove spark plugs after few attempts and they are dry = no fuel, if wet = no spark. try to replace spark plugs with old ones and try it again, if you buy it from ebay or amazon it could be counterfeit chinese garbage.
compression+gas+spark(correct timing) engine should start.
