Late 70's Mariner 25hp shifting issue

Hi, I'm helping a friend fix his Mariner 25hp motor that was given to him and the issue is we can't seem to get forward gear to engage. I can get reverse and neutral but once in forward, it slips and won't lock into gear no matter if engine is running or not. I have already inspected the shift shaft and clutch dogs and it appears fine. I've already tried different adjustments with the middle barrel nut on the shift shaft. It's almost like it's getting close to locking into gear when turning prop but it's slipping. I also have replaced the spring that goes behind the clutch pin. Below is a pic of the shift shaft rod i've been playing around with. Not sure if there is a proper step you have to do to adjust this and when installing the shift shaft rod in to the bottom end should the motor be in reverse, neutral or forward gear?
