1995 ProV 150 max RPM 3600

I can't seem to get my yamaha 150 above 3600 RPM. I've check timing , throttle linkage, fuel filter fuel water separater filter both change new. New plugs. Boat idles fine, jump up on plane great. Just stops climbing in RMP at 3600. Even switched props from a 19 to a 17 and only lost top end speed. No gain in RPMs No warning buzzer , low oil or over heat. All seem to work
Any ideas

Anything funky with the old plugs?
Compression test numbers?
Spark on all leads?

Compression on all cylinders running 110. New plugs and leads look good. Boat idles fine . Runs out great , strong out of the hole . Just stops at 3600 RPMs almost like a limiter is on
