1985 evinrude 2 stroke 90 hp outboard hard start

I have a 2 stroke Evinrude that’s is hard at starting, when I go to start it all it does is sputter to begin with then then when I finally get it to start it runs rough for a minute then evens out. Any help is appreciated.
 
What sequence are you using to start the engine?

Here is the start sequence you should use:
1) Prime fuel bulb until firm
2) Move warm-up lever to about 25% above idle
3) Turn key to start cranking
4) Push in key after about 2 seconds of cranking to engage your fuel primer and release once the engine fires.
5) Allow engine to idle high with warm up lever at 25% for about 15-30 seconds, then lower lever for normal idle.

If this sequence doesn't work you need to start diagnosing to find the cause.

A. Look for any leaks in the fuel system and correct them.
B. Test compression. It should be about 120PSI
C. Test Spark. With an air-gap tester each spark plug lead should be able to jump a 7/16" gap while cranking with all spark plugs removed
D. Verify all passages are clean in the carburetors and the float levels are set correctly.
