1995 Johnson 200 Venom loss of spark

Hello folks! I am seeking some help with an issue. I just bought this project boat that has a '95 Johnson 200 Venom outboard on it. Previous owner stated no spark. I must mention I do not have a DVA setup to do certain tests. So, anyways, I replaced the power pack, but that did not help. Replaced the stator and I have spark on cylinder 1 and 2 consistently. Now here is where I am stumped..........if the motor has been sitting for say 10-15 minutes, when I initially crank the engine, I have good spark to all cylinders for about 10-15 seconds into cranking, then spark disappears on half the cylinders, but 1 & 2 stay consistent. What would be making spark disappear after the initial cranking?
 
Load test the battery.----Take starter apart for inspection / cleaning / ohm test on armature.---If flywheel spins slow there will be no / marginal spark.----And no beer tokens wasted doing this work.

I recently took the starter apart, cleaned the innards up and installed new brushes......so that part works great. Outboard seems to spin over fine.
