Yamaha 2024 250HP with newly installed Outboard Jets lower unit.

I had an "Outboard Jets" lower jet drive installed on my 2024 250HP Yamaha outboard this year. When I took it out for the first time, the alarm went off due to not enough cooling water being drawn into the power head. It would pump when I put it in neutral and build enough pressure to get the water into the motor but not at an idle. The mechanic shop that installed it said the tell tale was working fine. I did remove the pump and check for blockage of water lines and to be sure the impeller was looking good and it had one of the rubber fins pointing the wrong direction which I fixed. It seemed to work fine after that (although it really did not have much pressure). Upon taking it out this week, when idling it started steaming and the alarm went off again. Could it be the engineering of the Jet pump or does anyone have another idea?
 
Yes, intake is right at the bottom of the hull with a spray plate to keep water from hitting the body of the pump while in motion. This is an Alumaweld Super Vee 23’.
