Yamaha 2 Stroke with Jack plate HELP

I have a 2000 G3 mv pro 175 boat with a Yamaha 60hp 2 stroke motor. Having trouble figuring out best prop and motor height set up. I’m only getting about 29mph. Currently running 4 blade 13.5x14p prop. I seen where someone said the cav plate needs to be level with the bottom of the hull and mine was well above it, probably 5 inches or more. I lowered it all the way down the were it was about an inch above and it did not like it at all. Tried it with a 13 5/8x13p 3 blade, over revved when jack plate was down, no speed gain only rpm while it was up. Should the cav plate be even with the hull and if so why am I running so much better with it raised up?

About 35 I would think because I’m only at 4600 rpms
