I don't know.
As far i can tell there is no way to adjust anything to change where the plunger is hitting.

Racerone is not speaking about any adjustment. What do you mean by you don't know if the throttle is advanced or not??? You do know how to increase and lower the throttle on that engine don't you? If the throttle is advanced too far, that creates a shift lockout condition.
 
so i got the lower unit back on and was able to get it to stop in neutral, but it didnt want to. i had to get it close and then lightly tap the shift lever till stopped in neutral.
 
Wow so... heres the deal

before i start thanks for the help. i really cant say that enough!

So got it all back together and got it to sit in neutral figured i give it try and start it up. checked the hand tiller to set throttle and it was cranked WOT. moved it back and the plate over the power head moved back and gave the plunger free room to move up and down and the shifter goes into neutral no problem. Feeling kinda stupid. When in gear the plunger stops the throttle plate from moving into that position. At some point i must have had the shifter lever set and the throttle on the hand tiller moved so that the plate was able to get in place above the plunger and stop it from going into neutral. here are some pics to help illistrate the plate movement.
Any how fired it up... its pumping water... seems good

well thanks again... i think the problem we were having is i am not well versed in the language of these motors. when i read your post about anything rotating under the flywheel everything became clear.
Just a newbie here and my first boat so thanks for putting up with me.

New to the forum, and i tried to search for this problem but did not see any results.

My johnson 1985 25 hp model j25cros is not shifting into neutral. I recently removed the lower unit to replace the water pump and am now having trouble switching into neutral. I tried shifting with the lower unit off and still won't stop in the neutral position. It goes from forward to reverse but seems tight.
Any ideas or suggestions would be greatly appreciated.

my Johnson 1986 25 had the same trouble on the lake I used a small flat head screwdriver to push up the plunger compressing the spring to relieve pressure on the black piece it rests on, while simultaneously shifting it slowly with just enough pleasure on the black piece on either side to try and keep it from shooting past neutral. This worked and after running there was no issue.
It seems there is a grove on top in the middle of that black upside-down triangle piece.
As you pull forward the plunger falls into that grove, in my situation that grove was worn and my handle bolt was loose creating a gap that resulted in the plunger passing to the side or over the top of this groove.
