89 2.3L Ford OMC Cobra 4 help

Ok so I'm new here, but want to thank all of you for the help you give everyone.

So I got a great deal on a 1989 VIP with the 2.3L Ford OMC Cobra 4 motor. That said it does have problems. It was missing the plug wires, coil, carb was off and missing bolts, wires where a mess. They had added some wires and cut out other ones. But I believe I got that all taken care of. Previous owner bashed it on some rocks on the side, leveling done holes and not do perty marks. Just some back story/info on the boat.

It does start and run, I can throttle up to red line in neutral and in gear on muffs with no real problem. But in the water (in gear) I can't go over 3k rpms. I've cleaned the points and adavance, checked fuel (I have 2 good full streams in the carb), I've tried adjusting the carb (to the best I know how (adjusting the 2 jet screws on the bottom)), I've heard something about a pump inside the carb? How can I check that? If it's bad is there a diagram of the carb I can use to replace/repair it? I'm going to check to see if the timing is advancing next time I go out. The oil looks like it may be over full not sure.

Next problem, it wants to run 200 degrees allot of the time. I took all the hoses off and put water throw the motor and flushed all I could out of it. It wasn't the worse I've seen. Found that someone took the thurmastat out. Does it have an impeller as well?

Yes it’s under that plastic cover at the tail end of the upper gear housing. Given your questions I suggest you see if you can find a factory shop manual (eBay) OMC’s were very good, that was the first thing I bought when I got our present boat 21 years ago.
Cobra impeller is very easy (the easiest IMO) to replace.
Those Ford 2.3s came with Rochester 2bbl carbs. Most parts for them are available.
The tricky thing with OMCs is parts availability & finding people who will work on them. I have a stockpile of parts in my garage & the special tools to adjust the shift linkage. Taught myself to do that job about 10 years ago when I knew my OMC mechanics were going to retire.
 
Ok so my timing is advancing so that's not the problem. My impeller and housing and done for. I'm going to get a new one this week. Still don't know why I can't get above 3k rpms/9 miles hr. Any suggestions?

New fuel filter. Anti siphon is clear and so is the vent. I even bypassed the tank and ran strate or of a gas can. I tried to adjust the carburetor and I closed both of the jet adjustment screws and it didn't bog down or do anything different. I going to order a rebuild kit when I can find one.

Does anyone know the best place to get one?
