90 hp Optimax fuel pressure low

My opti is only giving me around 40 psi fuel pressure , I know the pressure should be around 90 psi . Could it be my high pressure pump , I dont wanna spend $500 for nothing , or should I change both pumps ?
 
Could also be your low pressure fuel pump.
What is the air pressure?
What happens with the fuel pressure if you block the returnlin from the pressure regulator?
Is fuel coming out of the air pressure rail?
 
The air pressure is at 80 so thats good , originally the needle had ceased in the seat so i repaired that and now after 3 wks Ive got low pressure . You were talking about blocking the return line from the regulator , what am I looking for here should the pressure increase then its in the regulator ?
 
The fuel pressure regulator is inside the fuelrail, a hose is coming from this regulator back to the vapor separator. Pinch the hose off and soo the pressure rising to more than 90 PSI if the fuelpump is o.k.

Hi mate i have issues with 2006 opti 3 cylinder 90hp. Was dying at idle. Fuel coming out of air schrader valve when pressed. clamp off return pipe and it runs a beauty. Changed fuel regulator diaphragm as looked perished now same thing. Taken off air pressure regulator diaphragm doesn’t look great but now when cranking fuel is coming out of the air pressure regulator! Please help
