If you have to disassemble again, put a drill on the drive shaft (after protecting the splines) and check that the impeller is pumping water. Running water backwards thru the water pump doesn’t check if the impeller is actually pumping.

Check the grey wire coming off the ignition switch, maybe loose/poor connection. I believe the grey wire should be energized with the switch on.
I have a service manual for my 2009 DF90A and it is very comprehensive. The rev limiter should only kick in at 3000rpms in neutral and 6000ish rpms. Wonder if your experiencing fuel starvation as opposed to the rev limiter?
