    tohatsu 90 wont rev over 3100 rpm

    changed plugs! ran sea foam. idles and starts great . new fuel. fuel filter cleaned . what can I do to get my idle up ? this is a 1995 motor on a 14 foot stingray top end is about 45 mph. at 3100 rpms? I have very little knowledge on motor. plugs are ngk b8hs. tks
